UK Local Authorities Plan to Dispose of Community Hubs and Sports Centres to Manage Finances

According to a new study of local authorities, UK councils are preparing to offload social clubs, sports centres, and retail spaces as they bet on a rapid disposal of properties to balance the books.

Increasing Fiscal Challenges Drive Asset Sales

The Key Cities Group representing major urban areas in the UK stated that six out of ten of local authorities are intending to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Councils have in the past come under fire for disposing of playing fields and open spaces to support their budgets, but they argue they must continue to raise vital cash from asset sales or face insolvency.

This coalition noted that a significant number of authorities attempting to generate funds from a quick sale of assets marked “a distinct shift from 2024, when the majority (six in ten) of municipal officials stated they would focus on service redesigns and using financial reserves to manage growing fiscal pressures.”

Specific Examples of Proposed Disposals

One local authority in Kent said its asset disposal plan included the disposal of a retail complex in a local town and a community venue in Rochester to raise £20m over the next half-decade.

  • Gillingham golf club and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for the authority, will also be disposed of under the strategy.

Council Tax Increases and Wider Financial Strains

The survey of councils in the coalition, which covers several urban centers, also found that more than 70% of authorities will need to increase local levies next spring to cover the growing cost of core provisions, higher levels of housing insecurity, and a persistent housing shortage.

The authority explained it will press ahead with asset sales after steep rises in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are adopting creative strategies but certain measures require time to achieve both better provisions and financial savings,” stated Vince Maple.

He continued: “There are population challenges which will continue to increase the strains we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

Countrywide Trends and Projections

Research of county councils recently also found council budgets being strained by the growing number of young people and adults needing special educational assistance.

The County Councils Network said that local shortfalls will reach £4.4bn a year by 2029, as they grapple to cope with increased demand.

Ministers have put off scheduled changes to the special educational needs framework until the coming year after a white paper outlining those changes was recently delayed.

Deprivation and Funding Shortfalls

Based on the most recent indices of deprivation (IMD) for UK local authorities, several participating urban areas were among the most disadvantaged in England.

  • “Participating urban centers like several major towns rank in the most deprived 30 nationally under the 2025 deprivation indices,” noted the study.

“Although only a single urban area is among the ten most deprived for deprived neighbourhoods countrywide, cities are much more prone to be in the worst-off 20% of the nation. The data underscores the scale of challenges confronting local leaders across key cities in the next twelve months,” the report concluded.

“Council officials have been explicit about the necessity for a fair and sustainable financial structure that accounts for and responds to the real levels of deprivation and demand,” said Michael Mordey.

“Without this, local authorities will persist to face impossible choices around which vital provisions to fund, and which to reduce, to the disadvantage of their residents.”

One in five of councils have cut or compromised care services in the past 12 months, the study found.
